nilsier: Design-Based Estimators for NILS

Estimators and variance estimators tailored to the NILS hierarchical design (Adler et al. 2020, <https://res.slu.se/id/publ/105630>; Grafström et al. 2023, <https://res.slu.se/id/publ/128235>).
